Can you talk to other squads? Also how do I use his abilites?

No, you can't talk to other squads. To use his abilities, hit down to call in airstrikes, and highlight an objective using the right button (on the Dpad) and hit R1

You don't always have to hit only objectives with air strikes. If you press select to view the main map, you can go to command abilities and rain down an air strike anywhere on the map, as long as the enemy's AA gun is down.
