I have a few and hippo played with me once. But you don't need a bunch of friends. I got with a bunch of random people. Its a burnout challenge that you can activate. If you have a friends it will make it easyer though.

If you have people in your free burn it takes less time. the more people you have in the more likely you'll get people to join.

The parking areas are not too hard to find. i could show you where most of them are. The events that was pure luck and stubbornness that i got them all. Events only take place lights or large intersections. So if you have an intersection without an event then check it. A easy way to get most if not all of them is to beat all the time road rules. As an added bonus is you get carbon car if you beat them all, offline times of course.
